How to reduce on hydro bill?

Our monthly hydro bill has been reduced from about $250 to about $110 since two year ago. It sounds amazing to reduce more than 50% off the bill for 5 residents in one 4 rooms HDB flat.
Well, we did it!
Here are 10 easy ways to cut down the $$ on the hydro bill in our home in Singapore.

Electricity and water saving:
  1. Replace air-conditioner with fan. On an extremely hot day, you may just turn on the air-conditioner for only half an hour to cool off the bedroom if you must.
  2. Turn off the light and fan when no one is in the room.
  3. Use a lower voltage lamp in the room if it is not used for reading.
  4. Light a candle instead of having to turn on the light in the passageway whenever someone needs to walk to the toilet.
  5. Open all windows allowing sunlight to come into the room rather than turning on the light during the day.
  6. Do most of the housework chores during the day to avoid using the light at night.
  7. Do not turn on 2 or more televisions when everybody in the family is watching the same program in different rooms.
  8. Plan your linen and clothing washing wisely so that you will not waste electricity and water on small loads of laundry.
  9. All showers should not take more than 10 minutes unless you have just fallen into a muddy pit.
  10. No computer games.

Discussion:
Cooking smells, noisy parties, high-rise littering.

What annoys you about your neighbours?

Law minister K Shanmugam recently said on Facebook that a legal framework might be needed to enforce good neighbourly behaviour. But is it really necessary?

My talking points:
Why do we have annoying people around us all the time? Do we at any one point of time, actually do something to annoy others as well? What is wrong with the people these days, living in this modern and civilised city while they did things to annoy others at work, home or in any other places? Do these anti-social behaviours continue because no one has told them that they were wrong? Or do they think they live isolated? Or just simply "king of the world" ignoring everyone because they do not care? And why wouldn't they care?

My thoughts:
For those people that have anti-social behaviours are those who have been living in their own la-la-land for too long, not knowing or choosing not to know what is happening in the real world. As if anything you don't know wouldn't hurt you! (Well, if you don't know that you have a brain tumor, does not mean it doesn't hurt?) These people have to learn to do more self-reflection, what seems to be ok to one, may not be ok to others. So learn the basic rules of "mankind", that is to be a kind man! As long as everyone play their role to show their kindness and consideration to others then this topic will no longer be an issue because you will love thy neighbour and thy neighbour shalt love thee also!

My suggetions:
The following suggestions can be considered by respective departments to take action against "animals" other than mankind:-

Case 1: Noisy/smelly pets
If 3 warning letters from town council does not help then as long as 3 neighbours from 3 different units signed a petition, the pet should be picked up by SPCA and the owner of the pet will be fully responsible for all costs incurred.
Reason: Generally, man and animal do not live together, or it would be called a pet. If so, it should be controlled or else the man is in no condition to live with an animal that can cause misery to other men.

Case 2: Noisy parties
If 3 warning letters from town council does not help then as long as 3 neighbours from 3 different units signed a petition, the occupants will be evcuated by HDB and relocate them to another unit at a specific zone where such man will live with other men of their own kind.
Reasons: Generally, man and animal do not live together which means a man has to behave like a man or else he should be put together with other party animals. Therefore, be a party animal or be a man.

Case 3: Dripping laundry (including sauces, urine...etc)
If 3 warning letters from town council does not help then the town council should fine them and the money should go to compensate those affected neighbours who needed to re-wash their laundry or as compensation for damaged laundry.
Reason: The fine money should goes to the people who need it the most. If a man cannot even understand the basic rule of mankind, how can he understand why his money ended up with the authorities who are not affected by his behaviour. Make sense?

Case 4: Blocking corridor or walkway
For fire hazard prevention, there should not be any item lying around the corridor or common walkway, irregardless whether it is only a few pots of plants, shoes, clothings...etc. If 3 warning letters from town council does not help then confiscate all belongings immediately without notice because the authority has every right to remove any "rubbish" that are lying around the common area.
Reason: HDB has neglected to collect rental from tenants who have taken the advantage of their so-called "extra space" outside their units. It is about time for HDB to pay attention to this area.

Case 5: Noisy auto vehicles parked at HDB resident parking lots
If 3 or more complaints within a month has been submitted to town council for the same noisy auto vehicle, then parking permit will be suspended for 3 months. Repeated offender more than 3 times will not be issused a permit for life.
Reason: If this does not shake up the driver or cyclist then I do not know what will! I guess they will have to move to "the other man zone"!

Case 6: High-rise littering (Killer Litter)
Killer Litter is an offence. However it is hard to catch the offender red handed. Once caught and convicted, on top of the sentence, HDB will strip off his/her right to own a HDB flat permantly.
Reason: There is no excuse for one man to endanger the life of another man. This is to ensure that all men understood the law of paying a high price for littering from a high-rise.

Case 7: Inappropriate behaviour in lift (smoking, vandalism, etc)
Install a surveillance TV in every lift, if caught doing inappropriate behaviour, the offender will be fined and banned from using the lift for 3 months. The fine will go towards the maintennce of the lift and the CCTV. A picture of the offender will be posted on a notice board outside the lift.
Reason: Besides paying for your action, one should also be ashamed of causing inconvenience to others.

To sum up; If chewing gun can be banned in this country, I do not see why can't we make this a finer city to live in, This goes to show that it is not the lack of laws but the lack of enforcement. In short, we can make this a better place for mankind, just simply be a better man!
